Fined for Ethics Violation

Alderman Brad Will has been fined $1000 for violating the city ethics law based upon his votes concerning the Pike Plan.  The Ethics Board also instructed the Alderman at Large to issue a written reprimand.

Basically, the Common Council was reviewing questions of whether repairs were needed to the Pike Plan canopies or whether there were problems with its construction.

Alderman Will is an architect and he designed the plan for reconstruction of the plan.  So, he voted on a review of his own work.  This is a clear and obvious conflict.

Will's defense was basically that he did know any better.  However, it is clear and obvious that you cannot ethically do an independent review of your own work.

To my knowledge, this is the first major finding by the Ethics Board.

Wow.....finally his questionable actions have caught up to him. Good thing him and Dunn were pushing for a revision of the ethics legislation/paperwork. Mayor override was not successful but in this case it worked out quite well. It will be interesting to see if Jim Noble will issue a written reprimand. If it is anything like his quote in the Daily Freeman regarding the Building a Better Broadway project it will be totally indiscernible. Real curious if this violation gets printed in the Freeman.
Rich, who gets the proceeds of this fine? This must be a first....??

Brad Will knew the law and his duty to recuse himself. On January 27, 2014 (he'd been an Alderman for three full weeks), Brad Will wrote quite a treatise on the Ethics Law. He added a three page appendix discussing some of the finer points of the law, and sent it to James Noble. Two weeks later, he discussed and voted on a resolution to pay for an investigation into his work on the Pike Plan.

He knew. James Noble knew. He then spent a year discussing and voting on Pike Plan investigation issues.

The fact that he carried on openly, even though he knew, shows that he was never afraid of consequences. It's an arrogance I find hard to fathom.

There's an old play in Latin called "Ignoramus," about a bunch of stupid lawyers whose excuse for their mistakes is always, "We don't know the law." Jim Noble says the same thing in his witness testimony for this case, he didn't know any better. I'll tell you that Brad Will apparently thought he knew the ethics code retty well last year, when he filed his own prior (unsubstantiated) charges against mayor Shayne Gallo. https://en.wikipedia.org/wiki/Ignoramus

10:54. How do you know that? I thought all of the hearings were in executive sessions? But if he did lie he too should get fined. After all , Noble cannot claim "dumbness" as he has been on the council for 14 years... seems he would have learned the rules by now. or was covering for a fellow party member..

10:54 ..It is an election year..they will bury anything relating to the Noble family or for that matter any democratic party candidate. Good to see that some corruption is still alive and thriving in city hall...or even Ulster County. NOT!

Jimmy lied to the ethics board under oath, what do think he would do for his nephew. its a sick ticket this noble noble. people of Kingston wake up! vote Polacco Provenzano for transparency and lower tax`s....

I agree with 11:18. If he lies for just a fellow council member what is he willing to do for a relative. This ticket just reeks of potential conflicts and cover ups. Need to break the ticket up. If you cannot vote for Polacco then at least vote for Provenzano. no monopoly that way.

Just saw on the "rag " blog that is authored by Mr.Blabber that he is somewhat endorsing Polacco. Is Ron smart enough to quickly run away from Mr.Blabber? Almost like the kiss of death with pyscho Blabber endorsing you.

Here we go again. Dufus Brad Will just doesn't get it. Make the fine bigger this time. Paying a bigger fine has a way of making an individual sit up and take notice. Plus have him pay for the legal expenses incurred by the City. Can't decide if he is arrogant or an idiot.

I'm calling for the resignations of both Will and Noble because of their actions before, during, and after Will's hearing and findings of guilt. Will is again representing clients in front of City Boards, he is still claiming ignorance, and Noble's part in the violations. and then calling on the taxpayers to pay for Will's attorneys.
